Born in Baku.
Graduate of the Central Music School of the Moscow Conservatoire. In 1946-1951 - student of the Moscow Conservatoire (violin, under Prof. A. Yampolsky) and the Leningrad Conservatoire (violin, under Prof. Sher and Prof. Tzeitlin; symphony conducting, under Prof. A. Gauk and Prof. I. Musin).
In 1951-52 - teacher at the Leningrad Conservatoire.
Since 1956 - artistic director and chief conductor of the Novosibirsk Academic Philharmonic Symphony Orchestra.
Since 1957 - professor at the Novosibirsk State Conservatoire named after M. Glinka (some of his pupils include: touring conductors V. Nelson, V. Sinaisky; artistic director and chief conductor of the State Academic Symphony orchestra of Russia M. Gorenstein, etc.).
In the 70s and 80s he headed the student Symphony Orchestra of the Novosibirsk State Conservatoire. Many times he headed the Russian-American Youth Orchestra. He conducted master classes in Dusseldorf and conducted the opera “Iolanta” of Tchaikovsky in Mannheim.
With the Novosibirsk Philharmonic orchestra, an orchestra of the highest world standards known both in Russia and abroad, that he created and has been heading since 1956, he toured various cities in Germany, Holland, England, Scotland, France, Belgium, Switzerland, Italy, Spain, Portugal, Yugoslavia .
As guest conductor Arnold Kats toured Denmark, Belgium, Sweden, Germany, Great Britain, Norway, Japan, Israel, Luxemburg, the Netherlands, the USA, South America. He was conductor-producer of the staging of the "War and Peace" opera by Prokofiev, ballet "Raimonda" by Glazunov and "The Sleeping Beauty" by Tchaikovsky at the Novosibirsk State Opera and Ballet Theatre, "Il Trovatore" at the Maly Opera Theatre of St. Petersburgh. Performing with the Novosibirsk Academic Philharmonic Symphony Orchestra and other orchestras under Arnold Kats were: S. Richter, E. Gilels, D. Oistrakh, I. Oistrakh, M. Rostropovich, L. Kogan, B. Davidovoch, Y. Sitkovetsky, D. Sitkovetsky, Y. Flier, G. Kremer, D. Shafran, D. Bashkirov, N. Petrov, O. Kagan, N. Gutman, Y. Bashmet, M. Pletniov, V. Repin, M. Vengerov ets.
